BIOGRAPHY
Rachael D. Breza enjoys solving complex and detailed zoning issues to enable her clients to utilize their properties to the highest and best use with consideration for the surrounding community and respect for environmental regulations. Ms. Breza believes each piece of land is unique and that creative solutions are the key to successful outcomes.
Ms. Breza is licensed to practice law in the State of Maryland. Her practice areas include land use and zoning, land development, and real estate transactions. She addresses local, state, and federal government regulations as well as negotiates aspects of the approval process from zoning density allocation issues to effluent discharge permits for golf course irrigation projects. She negotiates with national development groups and home builders, and works with municipal entities to rewrite zoning codes. She resolves mistakes in land surveys for large-scale projects that require the negotiation of settlement agreements and land transfers. Ms. Breza negotiates lender documents, easement agreements, property transfer agreements, loan defaults, as well as initiates quiet title actions. She represents her clients in special exception and variance hearings as well as applications to change zoning. Ms. Breza works to solve the challenges her clients face when developing land.
In addition, Ms. Breza manages leasing and contract review for owners of commercial and residential investment properties. This work includes drafting construction agreements, leases, insurance contracts, and negotiating creative financing options. She works with landlords and tenants to avoid and resolve disputes. The work requires a general understanding of proformas, economics, cash flow, finance, accounting, and benefits of depreciation schedules. It also requires a broad understanding of banking and collateral requirements.
She is a citizen of both New Zealand and the United States. After graduating from Bucknell University, Ms. Breza worked for a non-profit in New Zealand prior to attending law school. Today, Ms. Breza has a special interest in affordable housing and solar development. She aims to find ways to improve the environment while understanding the legal complexities and financial constraints of land development, all with the goal to improve the human living condition and build a healthier environment.

Ms. Breza attended law school to further her interest in land use, property rights, and the environment. While at the University of Baltimore, Ms. Breza focused on real estate law and finance. In 1996, she clerked for the Baltimore County Zoning Commissioners. During college, Ms. Breza completed two majors – one in economics and the other in political science. She understands how many different factors influence outcomes in regard to land use. This multi-disciplinary approach often results in the most cost-effective and beneficial solution for all parties involved.
