Scott M. Breza, Esq.

Managing Partner

In addition to managing the law firm, Mr. Breza is a nationally-recognized and well-respected business and real estate transactions attorney, including finance and title. His portfolio of legal services includes commercial transactions, commercial workout and default, land use and zoning, finance, construction contracts, construction litigation, corporate transfers and mergers, governmental issues, as well as commercial lease drafting and negotiations.

Mr. Breza serves as counsel to businesses of various sizes, commercial and residential developers, investors, builders, as well as several regional and local banks. Licensed in Maryland and the District of Columbia, he handles litigation matters in both jurisdictions and in the federal courts.

The court recognizes Mr. Breza as an expert in matters related to land use and title. He also frequently lectures and podcasts on topics related to corporate structures, land use, and loan defaults.

Mr. Breza is a title agent for First American Title Insurance Company and Fidelity National Insurance Company (through Chicago Title Insurance Company), the two most prominent title underwriters in the country. He is a licensed title agent in the State of Maryland, the Commonwealth of Virginia and the District of Columbia.

Rachael D. Breza, Esq.

Land Use & Eminent Domain Team Lead

Mrs. Breza’s practice areas include real estate transactions, land use and zoning, development representation, title and loan defaults and she handles development matters throughout the State of Maryland. She is well respected for her knowledge in all aspects of municipal codes as they relate to real estate matters. As part of her practice, Mrs. Breza routinely negotiates and prepares lender documents, easement agreements, property transfer agreements and handles zoning matters, loan defaults, as well as quiet title actions. Mrs. Breza is licensed to practice law in the State of Maryland.

Mrs. Breza oversees large scale development projects, addressing local, state and national permitting issues, as well as negotiating all aspects of the development approval process from zoning density allocation issues to effluent discharge permits for golf course irrigation projects. She has negotiated with national development groups and home builders. She has also worked with municipal entities, rewriting their zoning codes.




Angela Nasuta, Esq.

Default Servicing & Title Team Lead

Ms. Nasuta joined Breza & Associates in 2021 after spending more than a decade focusing on real estate work-out and foreclosure transactions with a well-known and well-respected regional foreclosure firm.  After joining both the Maryland and District of Columbia bars, Ms. Nasuta expanded her practice, including serving as counsel to national and local financial institutions, and as substituted trustee. She is admitted to the U.S. District Court for the District of Maryland and the District of Columbia, representing creditor clients in bankruptcy proceedings.  

Ms. Nasuta is court-recognized as an expert with respect to matters regarding title as well as the practice and procedures controlling real estate closings. She participates as a panel member in trainings to national mortgage servicer’s and contributes to industry publications and trade organization sponsored training materials, with focus on default servicing.

Ms. Nasuta represents both commercial institutions and private investors, as well as handles real estate closings and title underwriting. She is a licensed title agent in the State of Maryland, and is appointed for First American Title Insurance Company and Fidelity National Insurance Company (through Chicago Title Insurance Company).

Andrew M. Winick, Esq.

Transaction Team Lead

Mr. Winick is an experienced litigator and underwriting attorney. He’s been licensed to practice law by the State of New Jersey since 1996 and the States of New York and Maryland since 1997. In 2000, he acquired his license in the District of Columbia. In addition, he is admitted to numerous federal bars, including the United States District Court for the District of Maryland, New Jersey, District of Columbia and the Fourth Circuit Court of Appeals.

Throughout his career, Mr. Winick worked in mid-size and small law firms, concentrating on general litigation, corporate transactions, and real estate matters. He currently serves as counsel to commercial and residential investors, as well as several regional and local banks, as well as various religious entities. Mr. Winick is considered by the courts as an expert in matters involving real estate disputes in Maryland.

He is appointed as a title agent for First American Title Insurance Company and Fidelity National Insurance Company (through Chicago Title Insurance Company). In addition, Mr. Winick is a licensed title agent in the State of Maryland, the Commonwealth of Virginia, Commonwealth of Pennsylvania, and the District of Columbia.

Estate Planning Team Lead

Ms. Green joined Breza & Associates in Fall 2023. She advises on estate planning, working closely with clients to prepare wills, powers of attorney, healthcare directives, and trusts. She speaks regularly on estate
planning, tax strategies, estate and trust administration, and
business succession planning.

In addition, Ms. Green assists clients with unique issues surrounding disabled and elderly family members, deceased family members or close friends, and business owners with succession planning, mergers and acquisitions, financing, and day-to-day concerns.

Ms. Green received her Juris Doctorate from George Washington University Law School. She served as law clerk to the Honorable Robert I. H. Hammerman, then Chief Judge of the Baltimore City Circuit Court.
